Not really. I think he's justified in making such an ultimatum.

Fact is, Rachel has kept him on tenderhooks for a while, and not really offered a strong "no" and continually goes to him with her problems.

Because of this and the current situation with Kim and Kit, he knows she has feelings and like any man would, do anything he could to 'tilt the scales in his direction' for lack of a better analogy.
