Me being very ignorant to the japanese scene... Ive heard a few people about these two potentially being a dream match but very unlikely to ever happen. Why is looked at as a match thats not very likely to happen?

It was always thought that Misawa would never go on an excursion to the US now, because he's old, busy running NOAH, hates America and most Americans, and there isn't really any promotions worth him making the effort to travel to the US for because the only promotions which otherwise would be worth it were thought to be 'too small' and insignificant for him to bother with, such as ROH. But now he's coming to ROH afterall for some reason. Figures. Right after Joe left.
Also on the flip side Japanese pro wrestling in general, and especially a promotion such as NOAH, is quite hierarchal. If Joe started working there he'd start at the bottom, and Misawa is the elite of the elite there, so it was thought that the only way Joe would ever even touch Misawa is if they happened to be on opposite ends of a vet/rookie vs vet/rookie or random throwaway six man tag match. Anybody being given a fair shake in a singles match against Misawa right off the bat would be a bit like AJ Styles walking into WWE and getting a good shot at John Cena in his first week.
There are a million reasons really. But if Joe had stuck with ROH instead of heading to TNA, I'd say it's pretty much a given that Misawa vs Joe would be happening in an ROH ring in November. Who knows, it might still happen yet, but I kind of doubt it unless Joe makes a once off appearance in ROH, or he works for NOAH a lot and climbs the ranks unbelievably quickly. It'd be a bit of a race against time though, because Misawa probably doesn't have a whole lot of time left in his active career.
